Veri Zarflama Analizi (VZA) ile Türkiye’de Kamu Yönetiminde Performans Değerlendirmesi: Milli Emlak Genel Müdürlüğü Uygulaması Örneği

Abstract

Bir ülkenin kıt kamu kaynaklarının etkin ve verimli kullanılması için hesap verebilirlik ve performans değerlendirmesine ihtiyaç duyulmaktadır. Bu çalışmada, bir kamu kurumu faaliyeti olarak Milli Emlak Genel Müdürlüğünün Hazine taşınmazlarındaki tespit işlemleri örnek olarak alınmış ve performansı Efficiency Measurement System programı kullanılarak veri zarflama analizi ile değerlendirilmiştir. Hazine taşınmazlarının yönetimine dayalı faaliyetler, Ankara ilinin 16 merkez ilçesinde 2009-2013 yılları arasında milli emlak taşra birimi faaliyetleri sonuçları ve tespiti yapılan Hazine taşınmazı verileri kullanılarak analiz edilmiştir. İzleyen yıllarda da kurumun benzer performans sonuçlarını sergilediği, ancak kurum bilgi sistem programındaki güncelleme çalışmaları nedeniyle 2013 yılı sonrası verilere ulaşılamadığı belirtilmelidir. Çalışmanın sonuçlarına göre 2013 yılının en etkinsiz, 2010 yılının en etkin dönem olduğu ve bunu da çıktı miktarı performansının belirlediği saptanmıştır. Sonuç olarak, kaynakların etkin kullanımının çıktı miktarını etkileyerek kurum performansını belirlediğinden hareketle, ekonominin ihtiyaçlarına uygun ve gelir gerçekleşmelerini artıracak Hazine taşınmazı yönetimi politikalarının geliştirilmesi gerektiği dikkati çekmektedir.
