El problema del financiamiento de las inversiones públicas y la economía mexicana

Abstract

La actual administración pública, si bien contempla una política pública que alienta la recuperación económica, no es tan decidida y amplia como en otros países. Los programas de inversión en infraestructura son de los medios más frecuentes, que evitan la caída hacia una situación de recesión o parálisis productiva, lo que exige el uso de recursos públicos escasos. Se tiene que recurrir a un ajuste severo del gasto corriente, la emisión de deuda pública o la generación de déficit público, el cual políticamente no es bien visto por la sociedad. Esto lleva, sin duda, a impulsar una nueva política económica, con políticas de fomento a la inversión pública, menos restrictivas en créditos, especialmente de liberación del crédito bancario y de reconversión de una banca no apropiada, que impacta directamente las bases reales de la economía. Evitar que se desencadene un círculo vicioso, desde mi punto de vista, se torna difícil en este momento de debilidad del sistema financiero y de bajos niveles de recaudación tributaria, que redundan en limitar las perspectivas económicas a futuro, a no ser de una política agresiva de fomento de las inversiones./ The nowadays public administration, although it considers a public politic that encourages an economic recovery, is not as determined and comprehensive as other countries’. The programs of investment in infrastructure are the most frequently used means to avoid a fall into a recession state or a productive paralysis, which demands to use limited public resources. We will have to appeal to a severe adjustment to the ordinary expenditure, an issue public debt or generation of public deficit, which is not well seen, in politic terms, by the society. Doubtless, this leads to propelling a new economics politic, in view of considering the exhaustion of the current growth models. This involves not neglecting the conditions of a monetary economy, with less restrictive politics in credits, particularly in the liberation of the loan bank and an appropriate reconstruction of the Banks, which impacts directly on the real bases of the economy. To avoid giving rise to a vicious circle, from my point of view, turns complicated in this moment of the financial system’s weakness and low levels of the tributary tax, which has an effect on limiting the future economic prospects, but an aggressive politics that encourages the investments.
