Gas natural, ¿detonador del desarrollo industrial en México? caso del litoral pacífico

Abstract

Históricamente ha resultado difícil descentralizar el impulso y el desarrollo económico de ciertas regiones del país. Una expresión de esto es que un número importante de estados de la República haya sido excluido de los beneficios de la disponibilidad y diversificación energética y, por consecuencia, privados de un factor para impulsar su base industrial. Esta investigación muestra el posible impacto en el desarrollo industrial de la región Pacífico a partir de la disponibilidad de infraestructura para la regasificación y transporte de gas natural. Asimismo, desarrolla escenarios de demanda del energético en la región, a partir de un modelo de consumo de energía del sector industrial que se combina con los siguientes factores: proyectos para la instalación de plantas de recibo y acondicionamiento de gas natural licuado; escenario de demanda de energía del sector eléctrico; alternativas de infraestructura de transp orte de gas natural; actividades identificadas como potenciales para el desarrollo industrial de la región. Finalmente, revisa el impacto de dichos escenarios sobre las reglas que determinan el precio de venta de primera mano de gas natural y, propone una serie de modificaciones a la norma que fija las zonas que se reconocen como ambientalmente críticas./
