Abstract

El cambio climático antropogénico constituye un tema de gran relevancia para el presente y el futuro del planeta. La política ambiental representa un punto clave para revertir esta situación compleja que hoy enfrenta el planeta. En el caso de México el estudio de los efectos de las políticas ambientales se ve afectado por problemas metodológicos y de ausencia de información confiable. Dadas las fuentes públicas de información y la metodología diseñada al respecto, resulta sumamente complejo cuantificar y caracterizar el impacto de la política ambiental pública en México. El hecho de no estar desagregada la información supone un obstáculo adicional ya que es imposible determinar el origen y la magnitud de los ingresos así como el destino del gasto ambiental en los diferentes niveles federal, estatal y municipal. Sólo con una correcta identificación del ingreso y del gasto ambiental público será posible influir de manera positiva en el diseño y establecimiento de una efectiva política ambiental./ The anthropogenic climatic change constitutes a subject of great relevance for the present and the future of the planet. The environmental policy represents a key point to revert this situation that the planet faces today. In the case of Mexico the study of the effects of the environmental policies is affected by methodological problems and the absence of reliable information. Because of the public sources of information and the designed methodology, it is extremely complex to quantify and to characterize the impacts of the public environmental policy in Mexico. The low level of information disintegration supposes an additional obstacle since it is impossible to determine the origin and magnitude of income as well as the destiny of environmental expenses in the different levels –federal, state and municipal–. A correct identification of the income and public environmental expenses will allow positive influencing in the design and establishment of an effective environmental policy.
