Türkiye’nin Çin’e Uyguladığı Anti-Damping Önlemlerinin İthalata Etkisi

Abstract

Türkiye-Çin ticaret hacmi 1990’lı yıllardan itibaren hızla genişlemiş, ancak ticaret dengesi Türkiye aleyhine gelişmiştir. Bu durum Türkiye’nin Çin’den yapılan ithalata yönelik olarak aldığı anti-damping önlemlerinin sayısını artırmış ve Çin’i bu önlemlerin uygulandığı ülkeler listesinin başına taşımıştır. Bu çalışmada, 2000-2014 yılları arasında Türkiye’nin Çin ithalatına uyguladığı anti-damping önlemlerinin ticarette neden olduğu değer ve miktar etkisi Poisson Pseudo Maximum Likelihood (PPML) tahmin yöntemi ve aylık ticaret verileri kullanılarak incelenmiştir. Tahmin sonuçları, literatürde de beklendiği gibi, anti-damping önlemlerinin bu önlemlere konu olan mallarda Çin’den yapılan ithalatı önemli derecede azalttığını ve bu negatif etkinin sürekli hale geldiğini göstermiştir.
