Türkiye İşgücü Piyasasında Mesleklerin Önemi: İşgücü ve Ücret Kutuplaşması

Abstract

Son yıllarda endüstrileşmiş ülkelerin işgücü piyasalarında üç önemli eğilim ön plana çıkmıştır: (i) hizmetler sektörünün ağırlığı artmış, (ii) meslekler vasıflarına göre sıralandıklarında, düşük ve yüksek vasıflı işlerde istihdam payı artmış (işgücü kutuplaşması), (iii) benzer şekilde düşük ve yüksek vasıflı işlerde ücretlerin görece daha yüksek oranda arttığı gözlemlenmiştir (ücret kutuplaşması). Bu makalede, TÜİK Hanehalkı İşgücü Anketi mikro verisi kullanılarak, Türkiye işgücü piyasasında da benzer eğilimlerin olduğu bulgusuna ulaşılmış ve 2004-2010 yılları arasında Türkiye’de gözlemlenen ücret eğilimlerinin açıklanmasında mesleklerin önemli olduğu gösterilmiştir. İktisat yazınında, işgücü piyasalarında gözlenen söz konusu eğilimlerin nedenlerini açıklamaya yönelik çalışmalar büyük ölçüde mesleklerin görev bileşimlerine ilişkin veri setleri kullanılarak yapılmaktadır. Mesleklerin, işgücü ve ücret eğilimlerinin açıklanmasındaki önemine rağmen, Türkiye’de mesleklerin niteliği diğer bir ifadeyle görev içeriği konusunda hazır veri bulunmamaktadır. Son dönemde işgücü piyasasında ortaya çıkan eğilimlerin nedenleri konusunda daha doyurucu araştırma yapmak için mesleklerin nitelikleri konusunda veri toplanmasının büyük önem taşıdığını düşünmekteyiz.
