Bölgesel kalkınmada kamu sermayesi ve sosyal altyapı:Türkiye üzerine bir uygulama

Abstract

Bölgesel ekonomilerin gelişme deneyimlerinde devletin rolü, Keynesyen bakış açısının ötesine geçmiş ve 1950’lerden başlayarak gelişen kalkınma iktisadı, çeşitli okulların etkisiyle evrilerek, kamu harcamalarının gerekip gerekmediği değil; hangi alana yatırım yapılması gerektiği sorusu etrafında tartışmaları sürdürmüştür. Yeni bölgesel kalkınma anlayışına göre, sosyal altyapıyı ve insani sermayeyi geliştirecek yatırımlar, en az kamu üretimi ve fiziki altyapı yatırımları kadar önemlidir. Aslında, bu ikinci gruptaki yatırımların geliri arttırmada etkili olabilmesi için, birinci gruptaki yatırımların yapılmış olması gereklidir. Bu çerçevede, bu çalışma, Türkiye’de 1987-2001 döneminde, kamu sermaye stokunun illerin gelir düzeyi üzerindeki etkisini analiz etmektedir. Buna göre, fiziki altyapı yatırımlarının, gelişmiş yörelerin insani gelişme hızı düşük olan illerinde gelir üzerinde yüksek ve olumlu bir etkisi olduğu sonucuna ulaşılmıştır. Sosyal altyapı yatırımları ise aynı yörelerde yalnızca gelişme hızı yüksek olan illerde, gelişmekte olan yörelerde ise tüm illerde gelir üzerinde olumlu etkiye sahiptir.
