Abstract

Türkiye ekonomisi, küresel kriz sonrası toparlanma sürecinde yakın tarihinde yaşamadığı şekilde iç ve dış talepte hızlı bir ayrışmaya maruz kalmıştır. Kısa vadeli sermaye girişleri, bozulan cari denge ve hızlı seyreden kredi genişlemesinin yol açtığı riskler karşısında alternatif politika arayışları gündeme gelmiştir. Bu çerçevede, Türkiye Cumhuriyet Merkez Bankası (TCMB), makro finansal riskleri sınırlamak amacıyla, birbirini tamamlayıcı nitelikte farklı politika araçlarını bir arada kullanarak yeni bir politika stratejisi tasarlamış ve uygulamaya başlamıştır. Bu çalışma, TCMB tarafından uygulanan yeni para politikası bileşimini değerlendirmektedir. Çalışmada politika bileşiminin yapısı ile politika araçlarının nasıl ve hangi amaca yönelik olarak kullanıldığı açıklandıktan sonra iletişime dair hususlar ele alınmakta ve uygulanan politikanın ilk sonuçları tartışılmaktadır. Yeni para politikası stratejisinin etkilerini değerlendirmek için henüz erken olduğu düşünülse de, alınan ilk sonuçlar düşük politika faiz oranı, yüksek zorunlu karşılıklar ve geniş bir faiz koridorundan oluşan politika bileşiminin, özellikle yüksek cari açık veren ülkelerde kısa vadeli sermaye hareketlerinin makroekonomik dengesizlikler üzerindeki etkisini hafifletmek için etkili bir strateji olabileceğine işaret etmektedir.
