Temsilde adalet – yönetimde istikrar ikileminde seçim barajına yönelik senaryo analizleri ve optimal baraj için bir model önerisi

Abstract

Bu çalışma, Türkiye’de seçim barajının, partilerin parlamentoda elde ettikleri sandalye sayılarına ve güçlerine olan etkilerini incelemektedir. Öncelikle, son dört genel seçim itibariyle partilerin mevcut sistemde ve değişik baraj senaryolarında ulaşacakları sandalye sayıları hesaplanarak, “orantısızlık” ve “güç endeksleri” elde edilmiştir. Bunlardan ilki “temsilde adalet”, ikincisi “yönetimde istikrar” kavramlarının birer göstergesi olarak kullanılmaktadır. Makalede bu iki ilkeyi bağdaştıracak optimal baraj seviyesinin seçimi için de bir model önerilmiştir. Modelin uygulanması ile iki ilkeye farklı ağırlıklar veren senaryolarda, Türkiye seçimleri için en uygun barajın % 3 ila %5 arasında belirlenebileceği sonucuna varılmıştır. Bu bağlamda barajın % 10’dan % 3–5 seviyelerine düşürülmesi, yönetimde istikrar kriterini büyük ölçüde etkilemeksizin, temsilde adaleti önemli ölçüde arttırmaktadır. Çalışmada 2011 seçimi için de hipotetik oy dağılımları kullanılarak projeksiyonlar yapılmış, bu seçim için optimal baraj seviyesi % 0-2 olarak bulunmuştur. Bu makalede ayrıca, oy oranlarına göre partilerin elde ettikleri sandalye yüzdelerindeki orantısızlıktan çok, ulaştıkları güç yüzdelerindeki orantısızlığın önemli olduğu vurgulanmaktadır.
