Türkiye’de yatırım teşviği ve kamu yatırımı politikalarının etkinlik yansımaları: Bir panel eşik-değer model analizi

Abstract

Bu çalışmada, en temel kamu destekleme politika araçlarından olan yatırım teşviği ve kamu yatırımlarının Türkiye’de özel sektör verimliliğini/etkinliğini etkileyip etkilemediğinin ve eğer etkiliyorsa, bu etkilerin mekansal bir farklılaşma yaratıp yaratmadığının incelenmesi amaçlanmaktadır. Böylece bu politikaların etkinlik kanalından hareketle iller arası büyüme ve gelir eşitsizliği farkını azaltıp azaltmadığı da ortaya konmaktadır. Bu amaca paralel olarak, çalışmada, bölgesel kalkınmayı arttırabilmek ve bölgesel eşitsizliği azaltabilmek adına geliştirilecek kamu destekleme politikalarının etkinlik pahasına gerçekleşip gerçekleşmeyeceği de incelenmekte; diğer bir ifadeyle, bölgesel düzeyde Türkiye’de eşitlik-etkinlik açmazının varlığına dair ipuçları da araştırılmaktadır. Bu amaca yönelik olarak, Türkiye’nin 58 ilinden alınan veri seti kullanılarak önce bir translog stokastik üretim sınır modeli tahmin edilmekte ve buradan teknik etkinlik bileşeni elde edilmektedir. Sonra, bu kamu politikalarının teknik etkinlik üzerindeki etkisini incelemek üzere etkinlik modeli ve etkinlik için panel eşik değer modeli tahmin edilmektedir. Bulgular, her iki kamu destekleme politikasının etkinliği arttırdığını ve dolayısıyla iller arası yakınsamaya katkı sağladığını göstermektedir.
