Doğrudan yabancı yatırımların istihdam üzerindeki etkileri: Türkiye örneği

Abstract

Doğrudan yabancı yatırımların istihdam üzerindeki etkilerini açıklayan teoriler genelde doğrudan yabancı yatırımların istihdamı olumlu etkileyeceğini öngörmekle birlikte, bazı ampirik çalışmalar doğrudan yabancı yatırımların istihdam etkilerinin farklı zamanlarda farklı biçimlerde ortaya çıkabileceğini göstermiştir. Bu çalışmada dört sektör bazında 1992–2006 arası yıllık veriler kullanılarak doğrudan yabancı yatırımların Türkiye’deki istihdam seviyesini nasıl etkilediği, panel veri test ve tahmin yöntemleri kullanılarak tahmin edilmiştir. Panel birim kök ve panel koentegrasyon testlerinden sonra tahmin edilen panel koentegrasyon modeline göre incelenen dönem içerisinde ve incelenen sektörler bazında doğrudan yabancı yatırımların istihdamı olumsuz yönde etkilediği sonucuna varılmıştır. Sektörlere özel tahminde ise en fazla negatif etkinin imalat sanayi sektöründe gerçekleştiği sonucuna varılmıştır. Çalışmada ulaşılan ampirik sonucun teorik açıklamalara uygun olduğu görülmektedir. Doğrudan yabancı yatırımların büyük bir kısmının birleşme ve satın alma faaliyetlerinden oluştuğu Türkiye gibi ekonomilerde istihdam olumsuz etkilenebilmektedir. Çünkü teorik olarak doğrudan yabancı yatırımların yeni yatırım yapılması durumunda istihdamı olumlu etkilemesi beklenmektedir.
