Türkiye’de 2000-2008 döneminde para politikası

Abstract

Bu makale 2000-2008 döneminde uygulanan para politikası hakkında eleştirel bir değerlendirme sunmayı amaçlıyor. 2000 yılının başında uygulanmaya başlanan artış hızı sabit kur rejimi ve parasal hedefleme 2000 Kasım – 2001 Şubat krizleri ile sona erdi. Krizin temelinde bankacılık sektörünün kırılganlığı vardı. Krizden sonra bankacılık sektörünü kurtarma operasyonu kamu borcunun milli gelire oranında çok büyük bir sıçramaya yol açtı. Dolayısıyla, kriz sonrasında para politikası uygulaması mali baskınlık ve zayıf bankacılık sektörü nedeniyle önemli ölçüde kısıtlandı. 2001 yılının sonunda, Merkez Bankası, krizden hemen sonra gönülsüzce uyguladığı parasal hedefleme rejimine son verdi. 2002-2005 döneminde örtük enflasyon hedeflemesi uygulandı ve dönemin sonunda açık enflasyon hedeflemesine geçildi. Her iki dönemin kur rejimi dalgalı kur rejimiydi. Makalede, krize giden süreçte para politikasının rolünü tartışıyor, örtük enflasyon hedeflemesinin tercih edilmesinin ve açık biçimde enflasyon hedeflemesi uygulamasına geçilmesinin 2006’nın başına ertelenmesinin arkasındaki nedenleri inceliyor ve bazı iktisat politikası çıkarsamaları yapıyoruz.
