Alternatif para politikası değişkenlerinde maliye politikası, döviz kuru ve enflasyonun büyüme üzerindeki etkisi

Abstract

Bu çalışmada VAR modeli kullanılarak 1988:4-2005:4 dönemlerini kapsayan üç aylık verilerle Türkiye’de uygulanan para, maliye ve kur politikalarının başta reel GSYİH olmak üzere seçilmiş bazı makroekonomik değişkenler üzerindeki etkileri araştırılmaktadır. Para politikası değişkeni olarak faiz oranı ve reel para arzı kullanılmıştır. Para politikası değişkeni olarak faiz oranı alındığında, faiz oranı reel döviz kurunu ve enflasyon oranını pozitif, reel GSYİH’yı negatif yönde etkilemektedir. Reel GSYİH varyansı değişmelerinin açıklanmasında en önemli değişkenler faiz oranı (para politikası), iç borç oranı (maliye politikası) ve reel döviz kuru (kur politikası) değişkenleridir. Para politikası değişkeni olarak reel M2 para arzı alındığında, sadece borç oranı M2’ye istatistiksel olarak pozitif tepki vermektedir. Reel GSYİH varyans değişmelerinin açıklanmasında ise reel döviz kuru, borç oranı ve enflasyon negatif etkiye sahipken, M2 istatistiksel olarak anlamlı bir etkiye sahip değildir. Reel GSYİH varyans değişmesinde reel döviz kuru en önemli değişken durumundadır. Para politikası değişkeni olarak faiz oranı kullanıldığında etkin olan para politikası iken, politika değişkeni olarak para arzı kullanıldığında reel döviz kuru dominant değişken konumuna gelmektedir. Maliye politikası her iki para politikası değişkeninde de ikincil derecede önem taşımaktadır.
