Avrupa Birliği: Avrupa para sisteminden ekonomik ve parasal birliğe

Abstract

Günümüzün en önemli ekonomik bloklarından biri olan ve 1958 yılında yürürlüğe giren Roma Antlaşmasının temelini teşkil ettiği Avrupa Birliği’nin (AB) kuruluş amacı, bir Ekonomik ve Parasal Birlik (EPB) oluşturmaktan ziyade, bir ortak Pazar oluşturulması idi. EPB oluşturma kararı ilk kez ,1969 yılında yapılan Hague Zirvesi ile verilmiştir. Roma Antlaşmasında 1992 yılında Avrupa Birliği Antlaşması ile değişiklikler yapılıncaya kadar, bu alanda çok fazla bir ilerleme kaydedilememiştir. Bugün, Avrupa EPB’sinin parasal yönü, ulusal paraların geri dönülmez şekilde sabitlenerek tam konvertibl olması ve ortak tek bir paraya geçiş oluşturmaktadır. Halbuki, 1979 yılında işlemeye başlayan Avrupa Para Sisteminde, ortak bir para ve ulusal paraların geri dönülmez şekilde sabitlenmesi söz konusu değildi. Bu çalışmada, Avrupa Para Sisteminden EPB’ye geçiş süreci ve uygulama sonuçları incelenecektir.
