Tüketim dalgalanmaları ve cari işlemler dengesi: Türkiye deneyimi, 1987-2003

Abstract

Bu çalışmada, “Dönemlerarası Tüketim Dalgalanmalarının Giderilmesi” modeli temel alınarak, 1987-2003 yılları arasında Türkiye’de cari işlemler açığının sürdürülebilirliği araştırılmaktadır. Dönemlerarası modelde cari işlemler dengesinin üretim, yatırım ve kamu harcamalarıyla ilgili geçici bir şok sonucu tüketimde ortaya çıkabilecek dalgalanmaları gideren bir işlevi olduğu kabul edilir. Çalışmada, son onbeş yılda cari işlemler açığının sürdürülebilir olduğu (tüketimin model tarafından belirlenen optimum düzeyde olduğu) ancak 2000-2001 krizi öncesindeki alt dönemde aşırı olduğu sonucuna ulaşılmıştır.
