Geçiş Ülkelerinde Yolsuzluk Kayıtdışı Ekonomi: Kırgızistan Bavul Ticareti Örneği

Abstract

Geçiş ekonomilerinin piyasa ekonomilerine dönüşüm sürecinde karşılaştıkları önemli problemlerden birisi de yolsuzluk ve kayıt dışı ekonomi düzeylerindeki hızlı artışlardır. Yolsuzluklar ile kayıt dışı ekonomi birbirini etkilemelerine rağmen, geçiş ekonomilerinde yolsuzluklardan kayıt dışı ekonomiye doğru bir nedensellik daha fazla ön plana çıkmaktadır. Bu artışlarda önemli bir paya sahip olan bavul ticareti ise, bir uluslararası kayıt dışı ekonomik faaliyet olup, 1990’lı yıllarda geçiş ekonomilerinin önderliğinde tırmanışa geçmiştir. Bavul ticaretinin merkezinde ise 1990 sonrası eski Sovyetler Birliği ülkelerinde oluşan büyük toptancı pazarlarının bulunduğu görülmektedir. Çalışmamız sözkonusu pazarları bireysel gözlemler çerçevesinde Kırgızistan Bişkek’teki Dordoy pazarı örneğinden hareketle incelemektedir. Bu incelemenin ortaya çıkardığı en önemli sonuç ise, büyük toptancı pazarların oluşum, gelişim ve varlıklarını devam ettirebilme mekanizmasının gerisindeki en önemli unsurun ekonomik yolsuzluklar olduğudur. Dolayısıyla, bu çalışma geçiş ekonomilerinde yolsuzluk ve kayıt dışı ekonomi ile mücadele edilme sürecinin en önemli halkalarından birisinin de büyük toptancı pazarların ıslah edilmesi sürecinden geçeceğini iddia etmektedir.
