Ab-Türkiye: Ticari İlişkiler Ve Gümrük Birliği

Abstract

Avrupa Birliği (AB) ülkeleri, öteden beri Türkiye’nin en önemli ticari müttefiği olmuştur. Türkiye’nin coğrafi konumu ve Avrupa devletleri ile tarihten gelen ekonomik ve politik bağlantıları, ticari ilişkilerin yoğunluğunu arttıran temel unsurlardır. Türkiye ile Avrupa Ekonomik Topluluğu arasında bir ortaklık yaratan 1963 Ankara Anlaşması, söz konusu ticari ilişkilere daha geniş bir boyut ve yeni bir ivme kazandırmıştır. Ankara Anlaşması’na bağlı olarak sürdürülen ticari ilişkilerin en son aşaması, Türkiye ile AB arasında Mart 1995 tarihinde imzalanıp Ocak 1996 tarihinde uygulamaya sokulan Gümrük Birliği (GB)’dir. GB, Türkiye-AB ticari ilişkilerine yeni bir soluk getirmiş olsa da, dış ticaretteki gelişmeler kamuoyu beklentilerini karşılamaktan uzak kalmıştır. Buna karşılık, GB’nin Türk ekonomisi üzerinde, ürün kalitesi başta olmak üzere kayda değer birtakım dinamik etkileri olmuştur.
