Ekonomik Krizin Küçük İşletmelere Etkisi Ve Sosyal Güvenlik Sorunları

Abstract

Günümüz Türkiye’sinin önde gelen sorunlarından biri, enformel sektör istihdamının artması ve işgücünün sosyal güvenlik kapsamı dışında kalan kısmının payının çoğalmasıdır. Kendi hesabına çalışanlar ile çok küçük ölçekli işletmelerin sahipleri ve çalışanları genelde sosyal güvenlik kapsamı dışındadır. Özellikle ekonomik krizlerle birlikte küçük ve çok küçük işletmelerin durumları kötüleşmekte, kaynak yetersizliği içinde olan işverenler gerek kendilerinin gerekse çalışanların primlerini ödemede karşılaştıkları güçlüklerden ötürü mevcut sosyal güvenlik sisteminin dışına çıkmakta ve böylece sağlık ve emeklilik hizmetlerinden yararlanma imkanları azalmaktadır. Bu durumda, sunulan hizmetlerin yetersizliğinden ötürü sistemin yararlarına duyulan kuşkunun da payı vardır. Bu araştırma çok küçük ve küçük işletmelerin ekonomik kriz bağlamında öncelikli sorunlarını saptamak ve mevcut sosyal güvenlik sistemi hakkındaki görüşlerini açığa çıkararak nasıl bir sosyal güvenlik modelinin onların ihtiyaçlarını karşılayacağı ve böylece kayıtdışı istihdamın önüne geçilebileceği sorularına yanıt bulmak amacıyla yapılmış olup, dört ilde yürütülen saha çalışmasının bulgularına dayanmaktadır
