Parasalcı Ekonometrik Yaklaşımla Türkiye''de Kayıtdışı Ekonominin Tahmini

Abstract

Gelir yaratan ve kamu otoritelerinden gizlenen faaliyetler bütünü olarak tanımlanabilecek kayıtdışı ekonomi, bir ülkede ekonomik göstergelerin gerçekleri doğru yansıtmamasına, dolayısıyla da hatalı ekonomi politikalarının uygulanmasına yol açmaktadır. Bu çalışmada 1975-2002 döneminde Türkiye’ de kayıtdışı ekonominin büyüklüğü parasal ekonometrik tahmin yöntemiyle tahmin edilmiştir. Bunun için ekonometrik modelde yer alan değişkenlere ADF birim kök ve Engle-Granger eşbütünleşme testi uygulanmış, oluşturulan model sıradan en küçük kareler yöntemiyle tahmin edilmiş ve bu tahmin sonuçlarına dayalı olarak, Türkiye’de kayıtdışı ekonominin büyüklüğü hesaplanmıştır. Elde edilen sonuçlara göre, Türkiye’de incelenen dönem içinde tamamen vergilendirmeden kaynaklanan kayıtdışı gelirin kayıtlı gelire oranının %3.07-%22.94 arasında değiştiği ve özellikle 90’lı yılların ikinci yarısından sonra bir artış eğilimi sergilediği tespit edilmiştir.
