Yirmibeş Milyar Dolarlık Bir Düş Ve Düşündürdükleri

Abstract

2003’ün ilk yarısında son derece ilginç ve bir o denli de anlamlı bir tartışma yaşandı Türkiye’de: Hükümet, Anayasanın ormanlarla ilgili 169 ve orman köylüleri ile ilgili 170. Maddelerini değiştirmek istedi: Devlet orman işletmeciliği düzenini özelleştirmek ve orman kadastrosu çalışmaları sırasında, 31.12.1981 tarihinden önce orman niteliğini yitirdiği gerekçesiyle artık orman sayılmayan Hazine arazilerini satmayı hedefl iyordu. Bu girişim henüz başarıya ulaşmadı ve halkoyuna gidilmesi olasığı gündeme geldi. Konu, kamuoyunda görülmedik ölçüde tartışıldı. Ne var ki, tartışmayı, yine hemen hemen yalnızca çevre/orman koruma duyarlılığı içinde olanlar başlattı ve sürdürdü. Oysa konu 25 milyar dolarlık bir gelir; 5 milyar metrekarelik kamu arazisinin özelleştirilmesi, 7-8 milyonluk orman köylüsü ile ilgiliydi. Ancak, tartışmalara hukuk, siyaset, ekonomi, toplumbilim vb alanlardan hemen hemen hiç kimse katılmadı. Dolayısıyla, tartışmalar da “satılmalı/satılmamalı” sığlığını aşamadı. Neden acaba? Yazı, konunun ekonomik, toplumsal ve siyasal yanlarının sergilemeyi ve tartışma gündemine getirilmesine katkıda bulunmayı amaçlıyor
