Sanayileşmede Planlamanın Rolü:Güney Kore Türkiye Deneyimine Genel Bakış

Abstract

Bu çalışmada, Güney Kore kalkınma deneyiminde planlamanın önemini göstererek Türkiye’deki sanayileşme sürecinde planlamanın unutulan rolü üzerinde durulmaktadır. Bilindiği gibi, son otuz yıl içerisinde Kore ihracatta olağanüstü bir büyüme göstermiş ve çelik, otomobil, gemi yapımı ve yarı-iletkenler gibi sermaye ve teknoloji-yoğun sanayilerde başarılı bir şekilde rekabet eder duruma gelmiştir. Aynı dönem içerisinde, Türkiye makro dengesizlikler ve istikrarsız büyüme problemleri ile mücadele etmek durumunda kalmıştır. Türkiye sanayileşme sürecinde planlamadan vazgeçerken, Kore, ekonomisi radikal değişiklikler yapmak zorunda kaldığında planlamayı bu değişiklere uyarlamıştır.
