Abstract

Since China entered the new era, high-quality development has become a strategic goal for all provinces. In the new round of competition for high-quality development, underdeveloped provinces with a weak foundation need to not only address the issue of development quantity but also quality. The high-quality development level evaluation of provincial economy represents a significant challenge in the field of multiple-attribute group decision-making (MAGDM). In this study, the authors aimed to develop an approach called the intuitionistic fuzzy (IF) combined compromise solution (CoCoSo), which is based on the Dice similarity measure (DSM) technique (IF-DSM-CoCoSo) to effectively handle MAGDM problems that involve intuitionistic fuzzy sets. By combining the CoCoSo technique and DSM within the framework of intuitionistic fuzzy sets, the IF-DSM-CoCoSo approach offers a comprehensive and robust solution for MAGDM. The authors also conducted a numerical study that involved a high-quality development-level evaluation of provincial economy and validated the effectiveness of the IF-DSM-CoCoSo model.
