Abstract

This study examines psychological and institutional effects in carbon-neutral governance through innovation economics and environmental information systems. Using multi-source data from the CSS 2020–2024 survey, low-carbon pilot reports, and C40 cases, a “policy–innovation–psychology” dual-loop model was embedded into an information system pipeline. A two-level hierarchical model (n=720) and Blinder–Oaxaca decomposition identified key gaps—technological incentive (43.2%), market signal (34.0%), and community co-governance (22.8%). Cities with higher innovation and social capital achieved greater emotional stability and pro-environmental intention. Integrating psychological variables enhances system feedback, prediction, and cross-sector governance, extending applicability to agricultural low-carbon contexts.
