Administrative and territorial reforms of 1956: the first step towards independence from U.S.S.R

Abstract

The establishment of communism in Romania could not be achieved only through the use of armed force. Aware of this, the Central leaders of the Communist Party tried to impose direct control all over the country, replacing all officials with the people trained in new schools of the Communist Party. The way chosen to put these ideas in practice came from Moscow and consisted of repeatedly performing extensive administrative and territorial reforms. The 1956 territorial reform, unlike the previous two from 1950 and 1952, was initiated by leaders from Bucharest and aimed at reaching their long-term goals, ideas which gradually detached Romania from the Soviet sphere of influence.
