Opinions On The Digital Euro Adoption

Abstract

The European Central Bank (ECB) launched the digital euro project in October 2021 as a two-year investigation into the appropriateness of adopting the digital euro for retail payments. The decision on the adoption will be made based on the results of this research phase, and the launch of the digital euro will not take place until 2025 at the earliest. The ECB’s initiative is part of the broad international trend of investigating the risks and opportunities of adopting central bank digital currencies in various jurisdictions. The first objective of this paper is to define the digital euro. The second objective is to balance the risks and opportunities of adopting the digital euro. The third objective addresses a number of key elements that are taken into account in the digital euro project. The qualitative analysis considers the guidelines and principles outlined by international organizations, the research of the various central banks that provide useful directions for action, as well as relevant lessons learnt from previous projects. The ECB project can only be successful if it is widely publicized, explained and understood, and on this basis can be supported by all economic actors.
