Abstract

Revising and supplementing EU energy legislation is an unique opportunity to build a new European energy regulatory space, stronger and more coherent, governed by common institutions capable to provide effective solutions based on democratic legitimacy, and to allow the adoption and implementation of mandatory instruments to reflect the new realities and needs of the common EU energy policy. The aim of these revised regulations is to improve the implementation of the Energy union with its five dimensions, as an essential approach to a common energy policy (energy security;solidarity and reliability; an European energy market fully integrated; better energy efficiency in order to moderate energy demand; decarbonising the economy, research, innovation and competitiveness. One of the key objectives of the new legislative package, perhaps the most important is to review and improve the "Energy Efficiency Law" by including additional stimulating measures so that energy efficiency becomes a source of energy by itself.
