The Digital Gap In The Eu And The Perspectives For The Information Economy In Romania

Abstract

The tool for digital assessment, called the Digital Economy and Society Index (DESI), was developed by the European Commission (DG CONECT) to support the development of the information society. The DESI monitoring yearly reports reveal a positive trend across all EU Member States, but progress is modest and so far insufficient to achieve the objectives of the Single Digital Market strategy.The comparative analysis of the five components of the DESI composite indicator highlights the fact that the situation remains very heterogeneous among the Member States.Romania remains on the last position in the DESI Scoreboard. The picture of the DESI components suggests that Romania is in a vicious circle of digital skills, where both the supply (existing skills) and the demand (from companies and public administration) are low. And this happens despite a good level of physical infrastructure (connectivity) and the fame enjoyed by Romania, as a global provider of ICT specialists.
