Un pilar 0 para la seguridad social uruguaya

Abstract

En mayo de 2023, el gobierno uruguayo promulgó la ley 20.130 que reforma el sistema previsional uruguayo. El título VII, relativo a “los niveles mínimos de protección”, dispone cambios significativos en lo que usualmente, en la jerga especializada, se denomina “pilar 0” de protección social. En el presente documento, comparto algunas ideas sobre el pilar 0 que presenté en la comisión de expertos en seguridad social (CESS) creada en la ley 19.889 de 2020. Propongo la creación de un ingreso universal para adultos mayores residentes en el país, inspirado en programas similares existentes en otros países, como son el “complemento al ingreso garantizado” (guaranteed income supplement, GIS) de Canadá, la pensión garantizada (pension guarantee) de Suecia y la pensión solidaria de Chile. Estas ideas fueron un insumo, entre muchos otros, para la elaboración de las propuestas de la CESS y posteriormente de la ley de reforma./ In May 2023, the Uruguayan government enacted Law 20.130 reforming the Uruguayan pension system. Title VII, on "Minimum levels of protection", provides for significant changes in what is usually referred to as "pillar 0" of social protection. In this paper, I share some ideas about pillar 0 that I presented to the Commission of Experts on Social Security (CESS), created by Law 19.889 of 2020. I propose the creation of a universal income for older adults residing in the country, inspired by similar programs in other countries, such as Canada's Guaranteed Income Supplement (GIS), Sweden's Pension Guarantee and Chile's Solidarity Pension. These ideas were one input, among many others, into the drafting of the CESS proposals and later the reform law.
