Abstract
El objetivo del presente artículo es poner de relieve aquello que es invisibilizado por las recurrentes afirmaciones de sentido común que usualmente reducen los problemas ambientales a fallas en la implementación de las normas o, sencillamente, a la inexistencia de políticas ambientales en Córdoba, Argentina e, incluso, la región latinoamericana. A tal fin y, en primer lugar, se caracterizará al denominado “ambientalismo neoliberal” destacando ciertas condiciones histórico-políticas para su emergencia y ascenso como lógica dominante en el campo ambiental. Luego se abordarán las transformaciones o redefiniciones del derecho en el marco del predominio del neoliberalismo y los aspectos más relevantes de la política ambiental neoliberal en Argentina en las últimas décadas. Finalmente, y antes de presentar ciertas reflexiones y aportes o propuestas a diferentes operadores del campo ambiental se presentará brevemente el caso de las políticas de gestión ambientalmente adecuada de residuos peligrosos en Córdoba./ The objective of this article is to highlight what is made invisible by the recurring common sense statements that usually reduce environmental problems to failures in the implementation of regulations or, simply, to the absence of environmental policies in Córdoba, Argentina and, even, the Latin American region. To this end, and in the first place, the so-called “neoliberal environmentalism” will be characterized, highlighting certain historical-political conditions for its emergence and rise as the dominant logic in the environmental field. Then we will address the transformations or redefinitions of law in the framework of the predominance of neoliberalism and the most relevant aspects of neoliberal environmental policy in Argentina in recent decades. Finally, and before presenting certain reflections and contributions or proposals to different operators in the environmental field, the case of environmentally sound management policies for hazardous waste in Córdoba will be briefly presented.
