Abstract
A major challenge that federations must tackle is how to adequately respond to regional economic shocks. Unlike federal systems of developed countries, which possess a wide array of choices, emerging economies frequently encounter substantial limitations. This paper proposes a risk-sharing fund (RSF) for Argentine provinces to help them better cope with idiosyncratic shocks. An RSF is thought of as a mechanism to smooth disposable income or consumption in subnational entities through a fund that receives contributions from booming entities and distributes them to those experiencing negative shocks. The spirit of the RSF proposal is not to redistribute from rich to poor districts to address structural constraints, but to provide insurance against cyclical swings in economic activity in specific provinces. The simulations carried out with data from the period 2003-2023 show satisfactory results both at the level of the fund in general and for each particular province. / Un desafío importante que deben afrontar las federaciones es cómo responder adecuadamente a las crisis económicas regionales. A diferencia de los sistemas federales de los países desarrollados, que cuentan con una amplia gama de opciones, las economías emergentes suelen encontrar limitaciones sustanciales. Este documento propone un fondo de riesgo compartido (FRS) para las provincias argentinas con el fin de ayudarlas a afrontar mejor las crisis idiosincrásicas. Un FRS se concibe como un mecanismo para suavizar el ingreso disponible o el consumo en las entidades subnacionales mediante un fondo que recibe contribuciones de las entidades en auge y las distribuye a aquellas que experimentan crisis negativas. El espíritu de la propuesta del FRS no es redistribuir de los distritos ricos a los pobres para abordar las limitaciones estructurales, sino proporcionar un seguro contra las fluctuaciones cíclicas de la actividad económica en provincias específicas. Las simulaciones realizadas con datos del período 2003-2023 muestran resultados satisfactorios tanto a nivel del fondo en general como para cada provincia en particular.
