Las cuentas del sistema previsional argentino: ¿ANSES en rojo?

Abstract

En este documento buscamos establecer el peso explicativo de cada factor en las dificultades financieras del sistema de seguridad social argentino, así como cuáles son específicamente las mismas y cuáles son, además del ajuste del acceso y los beneficios, las posibles medidas para equilibrar las cuentas. Para ello, separamos analíticamente los diferentes componentes que explican la expansión de sus gastos e ingresos. Analizamos también cómo la interacción entre la evolución de los ingresos y egresos fue políticamente significada en los últimos años, articulada en unos u otros discursos estatales. Encontramos que, hasta 2014, las medidas tomadas que suponían la expansión del gasto total, contaban con un financiamiento a su disposición. En 2014 los recursos totales de la ANSES llegaban casi al límite de sus posibilidades, irrumpiendo entonces la colaboración del Tesoro Nacional. Sin embargo, desde entonces se tomaron en dos ocasiones medidas que expandieron los gastos sin prever un nuevo financiamiento. Además, el sistema perdió fuentes de financiamiento que fueron compensadas por aportes del Tesoro. Ello implicó un nuevo un factor de vulnerabilidad en la sostenibilidad de la seguridad social.. / The main purpose of this article is to establish the explanatory weight of each factor in the financial difficulties of the pension system in Argentina, as well as to establish which are and which are, in addition to the adjustment of access and benefits, the possible measures to balance the accounts. To do this, we analytically separate the different components that explain the expansion of expenses and income. We also analyze how the interaction between the evolution of income and expenditures was politically significant in recent years, articulated in one or another discourse. We found that until 2014, the measures taken that involved the expansion of total spending had financing at their disposal. In 2014, the total resources of the ANSES reached almost to the limit of its possibilities, breaking the collaboration of the National Treasury. However, since then, measures have been taken twice to expand spending without providing for new financing. In addition, the system lost sources of financing that were compensated by contributions from the Treasury. This implied a new factor of vulnerability in the sustainability of social security.
