Abstract

Designing, implementing, and supporting a radical organisational transformation project in an environment of relatively low technological and managerial capacities, and under strict human resource and time constraints is both challenging and unique. The purpose of this paper is to present such a case of a public sector organisation in the course of implementing a business process reengineering (BPR) project. The findings of this study reveal that in cases where public sector operational and supply chain activities share a high degree of similarity with private sector commercial activities, BPR is the most appropriate methodology to be used to fundamentally revise and redesign processes and achieve radical improvements. BPR can effectively enforce industry standards with no need to envision and design new processes from scratch, as long as compliance is ensured with laws, legal acts, and ministerial decisions governing public sector entities' operational procedures.
