The role of complexity in the decision to centralise public procurement: a case study in the Brazilian federal government

Abstract

This paper argues that complexities in some stages of the procurement process may have a greater influence on the decision to centralise a public bidding and proposes a classification of procurement complexity into four categories. A literature review was undertaken to summarise the existing research on procurement complexity and the advantages of centralised procurement. Moreover, this study empirically assesses the impact of complexity on a centralised bidding conducted by the Brazilian Government, through a case study involving a centralised procurement process for software development services. A deeper understanding of the interplay between procurement complexity and centralised procurement can provide insights into the decision to either centralise or decentralise an acquisition process and help promote a more efficient use of public funds, while reducing the risk of wasting time, financial resources, and human capital.
