Factors affecting performance of public procurement in Tanzania: insights from empirical analysis

Public procurement performance entails how well organisational procurement objectives have been attained. This paper aims to reviews factors affecting performance of public procurement in Tanzania. Several factors such as procurement planning, unethical practices, competency of procurement staff, political interference, and supplier development were involved in the review. A mixed-method approach was used in this study, inclusive of content analysis to extract the factors from the 20 publications in Tanzania. Thereafter, a quantitative approach was applied where descriptive statistics were used to determine the prominent factors affecting public procurement performance in Tanzania. The findings reveal that Tanzanian public procurement performance is mostly affected by competency of procurement staff, legal compliance, procurement planning and training. The study recommends employing qualified procurement personnel for public procurement and improving procurement planning processes. Additionally, oversight organisations should continuously provide training and capacity building for procurement staff to enhance their skills and effectiveness.
