E-procurement in the international experience: an approach to reduce corruption in administrative contracts in Egypt

Abstract

This paper attempts to present a model or a theory on how to determine the e-public procurement methods that should be used in each country upon application depending on the ecological factors of each country. As there are many factors through which public procurement systems can be reformed in general, relying on the e-public procurement system through the application of a unique system may lead to the achievement of more than one dimension of the reform process. This is what this paper tries to address in a detailed form and in a manner that allows any country to apply it in its public procurement system. Also, this paper attempts to highlight the levers in the e-public procurement system in South Korea as well as the State of Italy, highlighting the most important administrative aspects in managing the public procurement process through an electronic system.
