National contract system is intended for a public procurement regulation. For hypothesis development, benchmarking of official websites of certain countries is carried out. It became the base of national contract systems' rating elaboration on criteria of information openness and transparency in the field of public procurement. Processed rating data use has been taken as a basis of open procurement index (OPI) calculation for a number of countries and OPI rating elaboration. The processed rating data results on certain countries are also used in benchmarking these countries' rating results on corruption perception index (CPI), ICT development index (IDI) and global e-government development index (EGDI).
