Measuring knowledge-based development: an overview of models and methodological issues

Abstract

This article reviews the knowledge-based economy concept, and the models and indices for measuring it. The paper is organised as follows. Section 1 reviews the concept of the knowledge-based economy, while Section 2 analyses the importance and need to incorporate knowledge in the task of measuring KBD. Section 3 provides a catalogue of the most common frameworks for measuring KBD. Section 4 discusses some methodological issues concerning the measurement of KBD. The representational theory of measurement is introduced, and the production and use of indices or composite indicators are reviewed. In the concluding section, a plea is made to draw the academic interest to the important research and political agenda of reconciling KBD discourse with happiness studies.
