Bridging the gap in digital governance request for proposal management: stakeholder analysis and automation techniques

The domain of digital governance has an officially recognised procurement process for obtaining economical and good quality services and products. In this work, we explored the internal process of the procurement system where digital governance requests for proposal documents are manually reviewed by the internal team to make critical decisions for procuring the tender. A comprehensive survey involving stakeholders was conducted to understand their standpoint on introducing artificial intelligence in the internal process of procurement. An analysis result exhibits positive stakeholder perception towards artificial intelligence adoption, highlighting improved accuracy, efficiency, and ease of work. In accordance with survey results a text classification intervention was carried out for the request of proposal document to streamline the document analysis phase. The objective of the work is to automate the process of document classification for the procurement process of digital governance documents. The study contributes to understanding the role of technology acceptance in the procurement process and provides a framework for future advancements in procurement and digital governance process.
