Innovative economy: problems of the legal form in modern Russia

Abstract

The purpose of the research is to determine the structure of the legal form of the innovative economy and specific features of certain elements of the system of legal regulation of innovative activities and to analyse the legal obstacles for innovative development in modern Russia. The authors use the methods of systemic analysis, which allow considering the processes of creation of innovations due to goals and tasks of the national policy and evaluating the influence of certain means of legal regulation on efficiency of the innovative activities. It is shown that drawbacks of legal definition of innovations influence the effectiveness of the public and legal influence and state support for innovations. The authors analyse the public and legal means of state support for innovations and make a conclusion on the possibility of using the method of 'legal vacuum' for stimulating innovative activities.
