The problems of using intellectual property as a tool of growth of national economy's competitiveness

Abstract

The authors study the problems of using intellectual property in Russia as a tool of innovative economic development and the possible ways of solving them in view of experience of developed countries. The regulator, having left the state financing of innovative projects, left the scientific community and business with a lot of questions. It is shown that in countries of EU and the USA small business, in which most of active and educated youth is involved, dominates among other innovative institutes that create and implement innovations in the sphere of hi-tech. It is emphasised that the largest losses for the Russian economy are borne by small business, which creates new innovative solutions that could be quickly applied in the national economy.
