Abstract

IC design is an activity in the semiconductor IC industry that is highly knowledge intensive and has a relatively low entry barrier. This exploratory study compares entrepreneurship exhibited by IC designers in Singapore and Taiwan by using an analytical framework that focuses on the influence of societal culture and industrial culture on entrepreneurial activities. The findings point to the existence of weaknesses in Singapore's culture and industrial structure concerning IC design. Structural weakness leads to insufficient market exposure and weak linkages within and between the IC and electronics clusters. Some measures are recommended to address the problem.
