Providing a framework for development of mobile government using fuzzy Delphi and fuzzy AHP: a case of mobile government in Iran

Abstract

Recent advances in wireless and mobile communications infrastructure are enabling governments to deliver and manage services to citizens efficiently and economically. It also provides better opportunities for people to participate in social events and activities. The mobile government is one of the most important concepts in recent decades. The purpose of mobile government is to provide an infrastructure and reliability for citizen's convenient access to government services. In Iran, m-government initially was launched as a part of the country's overall information technology plan (for instance, e-government) focused on ICT as a tool to reform public organisations. The purpose of this research is to develop a framework of developing mobile government. One hundred and thirty three members of the ICT experts randomly were selected. In this method, fuzzy Delphi was used to identify factors influencing research framework and AHP fuzzy to ranking identified factors. The 11 factors were identified according to the results. Growth and cultural excellence factors have the greatest impact on development of mobile government in Iran. The advantage of this is that no comprehensive research on effective factors in the development of the field has been done so far.
