Economic Reforms and Finances of Andhra Pradesh

Abstract

Being a State rich in resources, Andhra Pradesh needs to bring in reforms in fiscal administration and spending patterns to cope with other fast growing States, failing which it may move from the existing middle income group to the low income group. The turbulent finances of the State are a consequence of its own policies either known or created. With declining transfers from the Center to the State and freezing of Central lending to the States, the fiscal situation may still worsen further if the State fails to raise revenues either through taxation and user charges or even market borrowings, and direct its spending towards capacity building and asset maintenance.
