Vom "Sorgenkind" zum "keltischen Tiger" : die Erfolgsgeschichte der Wirtschafts- und Arbeitsmarktentwicklung in Irland

Abstract

Bis 1993 war die Arbeitslosigkeit in Irland sehr hoch. In den letzten Jahren gab es einen anhaltenden Wirtschaftsaufschwung, sinkende Arbeitslosigkeit und steigende Beschäftigung. In dem Beitrag wird untersucht, welche Mechanismen hinter der Trendwende stehen. Es wird festgestellt, dass die Ursachen vielfältig sind. Neben relativ hohen Ausgaben für arbeitsmarktpolitische Maßnahmen und einer großen arbeitsrechtlichen Flexibilität wird insbesondere die Kombination der folgenden Faktoren genannt: - ein stabiles makroökonomisches Umfeld und der Abbau der Staatsverschuldung; - die längerfristigen Beschäftigungspakte zwischen Regierung, Arbeitgebern und Gewerkschaften; - hohe ausländische Direktinvestitionen; - die gute Qualifikation der irischen Arbeitskräfte; - die Zunahme des Erwerbspersonenpotenzials, wodurch bisher keine Engpässe auf dem Arbeitsmarkt auftraten; - die erheblichen europäischen Transferleistungen.
