Der schwierige Weg ins duale System: Fallstudien zur Ausbildungsbereitschaft ostdeutscher Betriebe

Abstract

Ber Beitrag beschäftigt sich mit den Umorientierungs- und Umgestaltungsproblemen auf der Angebotsseite des Ausbildungsmarktes. Es wird untersucht, welche wirtschaftlichen, betrieblichen und institutionellen Faktoren hemmend bzw. fördernd auf die Bereitstellung eines ausreichenden betrieblichen Ausbildungsstellenangebots einwirken. Zunächst werden charakteristische Unterschiede der betrieblichen Ausbildung in der DDR und der Bundesrepublik dargestellt, auf deren Basis die Ursachen des gegenwärtigen Lehrstellenmangels in den neuen Ländern zu analysieren sind. Die Kontrastierung der Ausbildungssysteme beschränkt sich dabei auf solche Aspekte, die für die erforderlichen Umstrukturierungen in besonderem Maße hinderlich sind. Im Hauptteil werden Zielsetzung, Methode und Ergebnisse einer am IAB durchgeführten qualitativen Studie zur Ausbildungsbereitschaft und zu Ausbildungshemmnissen bei ostdeutschen Betrieben dargestellt. Dabei wurde auch der Stellenwert betriebsbezogener Förderprogramme erhoben. (IAB2)
