Investitionsförderung - Schlüssel zur Lösung des Beschäftigungsproblems

Abstract

Zur Beschleunigung des Aufbaus in Ostdeutschland wird in dem Beitrag ein Bündel von investitionsfördernden Maßnahmen vorgeschlagen. Diese sollen zum einen die Angebotsbedingungen verbessern und Investitionsengpässe beseitigen (z.B. durch die Beschleunigung des Auf- und Ausbaus einer effizienten öffentlichen Verwaltung und Gerichtsbarkeit, Ausweitung der öffentlichen Infrastrukturinvestitionen, gezielte Förderung von FuE und mittelständischen Existenzgründungen). Zum anderen soll zur Absatz- und Nachfrageförderung beigetragen werden (z.B. durch Unterstützung bei der Markteinführung und -erschließung oder Ausdehnung von Hermes-Garantien). Ferner wird dafür plädiert, den ostdeutschen Transformationsprozeß durch aktive Arbeitsmarktpolitik auf weiterhin hohem Niveau zu flankieren. (IAB)
