Der Arbeitsmarkt in den neuen Ländern : Zwischenbilanz und Herausforderungen

Abstract

In dem Beitrag wird zunächst die schwierige Lage am ostdeutschen Arbeitsmarkt im Jahr 1992 beschrieben. Danach werden mittel- und längerfristige Perspektiven bis zum Jahr 2000 aufgezeigt. Anschließend wird diskutiert, welche wirtschafts- und beschäftigungspolitischen Strategien am ehesten geeignet sind, neue Arbeitsplätze zu schaffen. "Vorrang haben neue Dauerarbeitsplätze im primären Arbeitsmarkt. Solange diese aber nicht in ausreichender Zahl verfügbar sind, muß die aktive Arbeitsmarktpolitik nach dem AFG ihre Brückenfunktion erfüllen. Ihre Maßnahmen sind so zu profilieren, daß sie zur Verbesserung der Angebotsbedingungen für privates Wirtschaften beitragen. Arbeitslosigkeit ist und bleibt individuell und gesellschaftlich die schlechteste Alternative." (IAB2)
