Tarifverträge zur betrieblichen Weiterbildung : Darstellung und Analyse aus arbeitsökonomischer Sicht

Abstract

"In dem Beitrag werden ausgewählte Tarifverträge zur betrieblichen Weiterbildung vor dem Hintergrund des arbeitsökonomischen Konzepts betriebsinterner Teilarbeitsmärkte untersucht und beurteilt. Als theoretische Basis der Beurteilung dient ein Theoriekonzept betriebsinterner Qualifizierung, das als eine Grundlage vor allem von großbetrieblichen Personalstrategien verwendet wird. Das Theoriekonzept liefert Ansätze zur strategischen Gestaltung von Weiterbildung mit Bezug zu betriebsspezifischen Merkmalen der Arbeitsorganisation und der Technologie. Vor diesem Hintergrund führt die Analyse der Rahmentarifverträge zu kritischen Anmerkungen und einigen Widersprüchen: Es fehlt eine konsistente Klärung der maßgeblichen Weiterbildungsziele. Die Regelungen beziehen sich ausschließlich auf 'off-the-job'-Bildungsmaßnahmen. Generelle Freistellungsansprüche für off-the-job-Maßnahmen stehen im Widerspruch zum Prinzip gezielter Weiterbildung."
