Schüler- und Absolventenprognosen bis zum Jahr 2000 : Ergebnisse eines mikroanalytischen Simulationsmodells für das Bildungssystem der Bundesrepublik Deutschland

Abstract

"In dem Beitrag wird ein neues Prognosemodell für das Bildungssystem der Bundesrepublik Deutschland vorgestellt, und es wird über Prognoseergebnisse bis zum Jahr 2000 berichten. Im Unterschied zu bisher angewandten Prognosesystemen handelt es sich um ein Modell, das auf der Ebene der Individuen durchgerechnet wird. Seine Konstruktion und Vorteile (Transparenz, Konsistenz, Flexibilität) werden erläutert. Als Ergebnis einer Status-quo-Prognose ergeben sich aufgrund der demographischen Entwicklung mit entsprechender zeitlicher Verzögerung für alle Schularten stark abnehmende Schülerzahlen, wobei die niedrigsten zu erwartenden Werte um durchschnittlich 40 % unter den Maximalwerten der 70er Jahre liegen. Die ermittelten Zahlen weichen von der Prognose der Kultusministerkonferenz in einigen Daten deutlich ab und liegen z.B. für die 1. Klasse 1990 um 14 % und für den Primarbereich um 7 % unter dem KMK-Wert. Neben der einfachen Status-quo-Prognose wird aufgrund plausibler Annahmen über künftige Änderungen des Bildungsverhaltens eine Alternativprognose gerechnet, welche aufzeigt, wie die Hauptschule immer mehr zur "Restschule" werden konnte, während das Gymnasium seinen Schülerbestand des Jahres 1985 nahezu aufrechterhält und der Realschulabschluß zum häufigsten Schulabschluß wird."
