Abstract

"Für Aufsehen haben Meldungen gesorgt, denen zufolge in den vergangenen beiden Jahren in der Bundesrepublik Deutschland jeweils mehr als 300 000 Arbeitnehmer aufgrund von Unternehmensinsolvenzen entlassen wurden und die etwa 20% der gegenwärtigen Arbeitslosigkeit auf diese insolvenzbedingten Freisetzungen zurückführten. An diesen Zahlen ließen inzwischen verschiedene andere Untersuchungen, welche zu wesentlich niedrigeren Ergebnissen führten, nachhaltige und - wie sich zeigt - berechtigte Zweifel aufkommen. ... Zwei Quantifizierungsmodelle zeigen übereinstimmend, daß in den vergangenen Jahren höchstens 3 bis 4% aller Zugänge zur Arbeitslosigkeit auf Insolvenzen zurückzuführen waren. Die wirkliche Belastung des Arbeitsmarkts durch Unternehmenszusammenbrüche ist noch unterhalb dieser Obergrenze anzusetzen, nachdem nicht alle Insolvenzen eine (vollständige) Betriebsstillegung zur Folge haben und keineswegs alle Entlassungen zu Arbeitslosigkeit führen."
